CONSENT AGENDA
Consider request from Emergency Management to accept a Hazard Mitigation Grant Program (HMGP) Award in the amount of $24,444. This will require a local match of $1,466.64. This grant will be used to update the Floyd County Multi-Jurisdictional Hazard Mitigation Plan to meet the federal requirements of the Disaster Mitigation Act of 2000.
Consider request to approve ACCG Georgia County Internship Program (GCIP) Grant Agreement for the following departments:
Consider request from Police Department to approve the Endorsement of Georgia Department of Transportation (GDOT) Indemnification and Hold Harmless Agreement and GDOT Automatic License Plate Reader (ALPR) Application for the Floyd County Police Flock ALPR Project that was approved at the December 12, 2023 meeting.
Consider request from the Sheriff's Office to approve the annual maintenance fee for the Sheriff's App to OCV, LLC in the amount of $8,990.00 using ICS Technology Grant funds.
Consider request from Human Resources to approve a 7.5% salary adjustment as allowed by Rule III Section H of the Civil Service Rules for the Clerk of Magistrate Court. This was approved by the Administrative Services Committee.
Consider request from Human Resources to approve the regrade of the Assistant IT Director from paygrade 24 to paygrade 28. This was approved by the Administrative Services Committee.
Consider request from Human Resources to approve a 7.5% special salary advancement under Floyd County Civil Service Rule III Compensation, Section H for the Recreation Service Director. This was approved by the Administrative Services Committee.
Consider request from Human Resources to approve salary adjustments for six superior court employees. This was approved by the Administrative Services Committee.
Consider request from Human Resources to approve a special salary adjustment under Merit System Rule III Section H Special Salary Advancement for Probate Clerk License Clerk. This was approved by the Administrative Services Committee.
Consider request from Purchasing to approve a Trade Package for (2) Bobcat E42 Compact Excavators or equal for the Water Department for a total amount of $18,850 using Water Capital funds from GL Account # 500646 - 67040. Purchasing recommends splitting the award between two vendors, Rhinehart Equipment and Central Atlanta Tractor. Rhinehart Equipment bid the Bobcat E42 and Central Atlanta Tractor bid a SANY SY50 tractor.
Consider request from Purchasing to approve a Trade Package for (1) Bobcat E60 Mini Excavator or Equal to Central Atlanta Tractor for the Water Department. This vendor offered a model that is cheaper than the trade in value for the Bobcat we are trading in. They will pay Floyd County $2,000 for the trade.
Recommendation from Gordon Floyd Development Authority to approve revision to purchase and sale agreement with Industrial Real Estate IV for property on Old Shannon Road.

Consider request from Purchasing to approve the installation of a new utility pole and transformer for the new Chiller at the Admin Building in the amount of $40,270 using Capital Projects fund balance, GL Account #330455 - 67040. This is a single source.
Consider request from Purchasing to approve awarding the Runway 1/19 & Parallel Taxiway Extension Paving, Lighting, & Marking Package to Bartow Paving Company, Inc in the amount of $6,987,130.00 using 2013 SPLOST funds from GL Account # 318638 - 66089. This will require a budget increase of $2,466,925. This vendor submitted a responsive bid with the lowest pricing.
Consider request from Purchasing to approve awarding the Communication Tower Light Replacements to Centerline Communications d/b/a Total Tower in the amount of $10,750.00 using 2017 SPLOST funds. This will need to be an addition to the 2024 budget. This vendor supplied us with a responsive bid that reflects the lowest bid pricing.
Consider request from Purchasing Department to approve awarding the Installation of Fence for a Dog Park at Shannon Park to Chavez Fence & Lawncare in the amount of $11,820.00 using 2017 SPLOST funds from GL Account # 319639 - 66132 – 60067. This vendor supplied us with a responsive bid that reflects the lowest bid pricing.
